'US President Donald Trump’s acting chief of staff has refused to rule out military action in Venezuela in the midst of a political crisis there.

"I don't think any president of any party who is doing his or her job would be doing the job properly if they took anything off the table," Mick Mulvaney said on “Fox News Sunday.” "I think the president of the United States is looking at this extraordinarily closely."

South Carolina Republican Senator Lindsey Graham also said that President Trump brought up the idea of military action in Venezuela in a conversation with him earlier this month.

"Well, you need to go slow on that, that could be problematic," Graham recalled saying to Trump, according to Axios. Trump reportedly replied, "well, I'm surprised, you want to invade everybody.'"

"And I said, 'I don't want to invade everybody, I only want to use the military when our national security interests are threatened,'" Graham added. Trump has distanced the US from Venezuela’s President Nicolas Maduro by recognizing opposition figure Juan Guaido as the legitimate leader.

Guaido, who has been serving as the president of the national assembly of Venezuela only since the beginning of this month, has proclaimed himself “interim president” of Venezuela, a claim the US rushed to back.

The United States and some of its European allies have announced that they would recognize the 35-year-old member of the centrist social-democratic Popular Will party as the president of Venezuela if Maduro refuses to hold another election within eight days.

President Maduro rejected the European ultimatum in an interview with CNN Turk aired earlier Sunday.

Secretary of State Mike Pompeo has been pushing the United Nations to recognize Guaido as Venezuela's president, an idea in part opposed by Russia and China.

Maduro, 56, was sworn in for his second term on January 10, after a vote marred by an opposition boycott and claims of vote-rigging, leading to protests against him.'

The Trump administration on Monday imposed sweeping sanctions on Venezuelan state-owned oil firm PDVSA [PDVSA.UL], the toughest U.S. financial measure so far against Venezuelan President Nicolas Maduro.

The sanctions were announced to ratchet up pressure against Maduro and demonstrate U.S. support for Juan Guaido, the Venezuelan opposition leader who proclaimed himself interim president last week and was immediately recognized by the United States and a host of other countries.

“We have continued to expose the corruption of (Venezuelan President Nicolas) Maduro and his cronies and today’s action ensures they can no longer loot the assets of the Venezuelan people,” U.S. national security adviser John Bolton told reporters at a White House briefing.

PDVSA is OPEC nation Venezuela’s largest source of revenue and owns U.S. refining arm Citgo Petroleum, Venezuela’s most important foreign asset.

U.S. officials said the sanctions on PDVSA were intended to prevent Maduro’s government from siphoning off funds from the oil company.

Bolton said Monday’s announcement would block $7 billion in PDVSA’s assets “plus over $11 billion in lost export proceeds over the next year.”

'The Trump administration has tightened the screws on Venezuela’s embattled president, Nicolás Maduro, announcing sanctions against the country’s state-owned oil giant PDVSA in what the US national security adviser admitted was partly an attempt to counter strategic threats from Cuba and Iran.

At a briefing in the White House, the US treasury secretary, Steve Mnuchin, told reporters the sanctions would help punish “those responsible for Venezuela’s tragic decline” and boost Juan Guaidó, the opposition leader who last week declared himself Venezuela’s rightful interim president and was recognized by the United States.

“It is a complete tragedy to have a humanitarian crisis in a country that has very rich resources,” Mnuchin said. The sanctions – which represent the US’s toughest economic move against Maduro to date – come five days after Guaidó’s dramatic declaration sparked Venezuela’s latest political crisis.

The national security adviser, John Bolton, said $7bn of PDVSA assets would be immediately blocked as a result of the sanctions while the company would also lose an estimated $11bn in export proceeds over the coming year.

Bolton said the sanctions were an attempt to alleviate “the poverty and the starvation and the humanitarian crisis” currently gripping the South American nation and stop “Maduro and his cronies” looting the assets of the Venezuelan people.

“Now is the time to stand for democracy and prosperity in Venezuela,” he said, calling on “all responsible nations” to back Guaidó.'

'A UK foreign office minister has suggested that the Bank of England grant access to £1.2bn in Venezuelan gold reserves to the self-proclaimed interim leader Juan Guaidó rather than Nicolás Maduro.

In a statement to British MPs, Sir Alan Duncan said the decision was a matter for the Bank and its governor, Mark Carney, and not the government. But he added: “It is they who have to make a decision on this, but no doubt when they do so they will take into account there are now a large number of countries across the world questioning the legitimacy of Nicolás Maduro and recognising that of Juan Guaidó.”

Guaidó has already written to Theresa May asking for the funds to be sent to him. The former chair of the foreign affairs select committee Crispin Blunt said the current Venezuelan central bank president was not legitimate, since he had not been appointed by the country’s national assembly. Blunt has sent letters to the foreign secretary, Jeremy Hunt, and to the chancellor, Philip Hammond, urging a decision.

Duncan said Hunt would be discussing the next steps in the European Union’s efforts to support Guaidó in Bucharest on Thursday. Key EU states including France, Germany, Spain and the UK on Saturday urged Maduro to call free and fair elections within eight days or else see Guaidó recognised as interim president by the international community. The EU stance was backed by the SNP and the Liberal Democrats in the Commons.

For all the international criticism of the Maduro government, there are concerns that Guaidó’s main regional backers are Donald Trump and Jair Bolsonaro, Brazil’s far-right president.'

'The three constitutional articles invoked by Juan Guaido to legitimise his presidency are: 233, 333, and 350. The latter two are broad affirmations of democracy and constitutionality, silent on Presidential lines of succession. Guaido’s claim rests entirely on 233; presented here in full:

The President of the Republic shall become permanently unavailable to serve by reason of any of the following events: death; resignation; removal from office by decision of the Supreme Tribunal of Justice; permanent physical or mental disability certified by a medical board designated by Supreme Tribunal of Justice with the approval of the National Assembly; abandonment of his position, duly declared by the National Assembly; and recall by popular vote.

When an elected President becomes permanently unavailable to serve prior to his inauguration, a new election by universal suffrage and direct ballot shall be held within 30 consecutive days. Pending election and inauguration of the new President, the President of the National Assembly shall take charge of the Presidency of the Republic.

When the President of the Republic becomes permanently unavailable to serve during the first four years of this constitutional term of office, a new election by universal suffrage and direct ballot shall be held within 30 consecutive days. Pending election and inauguration of the new President, the Executive Vice-President shall take charge of the Presidency of the Republic.

In the cases describes above, the new President shall complete the constitutional term of office.

If the President becomes permanently unavailable to serve during the last two years of his constitutional term of office, the Executive Vice-President shall over the Presidency of the Republic until such term is completed.


  The opening paragraph envisions six scenarios whereby a President might no longer serve. The next paragraph sets out protocols to be followed should a President-elect become unavailable to serve pre-inauguration. The third paragraph contemplates presidential vacancies during the first four years of office. The last paragraph deals with presidential vacancies in the final two years of office.

Of the six scenarios envisioned (death, resignation etc.) Guaido relies on “abandonment of his position.” This clearly never happened. Maduro isn’t gone. He’s still there. “Abandonment” conjures images of a President fleeing on a plane freighted with bullion. Maduro, however, currently occupies presidential offices and residences. There has been no abandonment.

“Abandonment” is spun to mean “usurpation.” When did this occur? Are they suggesting that at no time since April 19, 2013 has Maduro ever been President? If Maduro was President, then he must have farcically usurped himself. “Usurp” typically means take power away from someone. There has been no usurpation.

If a President becomes unavailable to serve in the first four years of his term, then the Vice-President takes over and calls an election. If the calamity occurs in the last two years of the presidential term then the VP serves out the fallen President’s term.'

'More than eight out of ten Venezuelans oppose international intervention, both military and non-military, in their country, as well as the crippling sanctions imposed by the United States to force leftist President Nicolás Maduro out of power.

According to a study conducted in early January 2019 by the local polling firm Hinterlaces, 86 percent of Venezuelans would disagree with international military intervention. And 81 percent oppose the US sanctions that have gravely hurt the South American nation’s economy.

This poll was conducted before the Donald Trump administration launched a political coup in Venezuela on January 23, attempting to replace its government with a right-wing opposition that has made it clear that it seeks to impose neoliberal capitalist economic policies. Hinterlaces is led by the independent pollster Oscar Schemel, who has experience studying numerous elections in Venezuela and has a pro-business perspective. Most polling firms in the country, such as the competitor Datanálisis, tend to be pro-opposition. Hinterlaces is more neutral, and often leans toward the government, although Schemel has criticized some of Maduro’s economic policies.

English-language media outlets frequently ignore local polls done inside Venezuela, and if they do report on them, they tend to publish the results of polling firms run by pro-opposition figures.

The Grayzone has translated the findings of a Hinterlaces study conducted between January 7 and 20. The following data is based on direct interviews with 1,580 Venezuelans from all across the country, and was reported on the program José Vicente HOY on January 27.'

'Venezuela’s supreme court has imposed a travel ban and financial restrictions on self-declared interim president Juan Guaidó, including freezing his bank accounts.

On Tuesday, the political crisis deepened as the country’s attorney general ordered an investigation into the opposition leader, who last week declared himself interim president in a rare challenge to the incumbent, Nicolás Maduro.

Tarek Saab, a Maduro loyalist, announced that Juan Guaidó – who has received the backing of the US and other regional powers including Brazil and Colombia – would be investigated over his supposed role in “serious crimes that threaten the constitutional order”.

Hours earlier the US tightened the screws on Maduro by announcing sweeping sanctions against the country’s state-owned oil company PDVSA in what experts said was an attempt to economically asphyxiate his regime. A series of anti-Maduro demonstrations are due to take place on Wednesday in Caracas, the capital, and across the country.

Speaking to Russian news agency RIA on Wednesday morning, Maduro said he was ready for talks with the opposition, with the participation of international mediators.

“I am ready to sit at the negotiation table with the opposition for us to talk for the benefit of Venezuela, for the sake of peace and its future,” he said.

Earlier, Guaidó appeared to take the threat of imprisonment in his stride. He said: “We are here, we will keep acting and working to confront the humanitarian crisis.”

The US national security adviser, John Bolton denounced the “threats” from Saab – who he described as the “illegitimate former Venezuelan attorney general”.'

The international mainstream media has largely sided with Venezuela’s self-appointed ‘interim president’ Juan Guaidó in recent days. But it’s leaving out some important facts about the US-backed opposition leader. Why? Because these facts threaten Washington’s pro-coup narrative that is being parroted throughout the Western corporate-owned press.

The Guardian has quoted US national security advisor John Bolton uncritically, while portraying Guaidó as a heroic figure. But it completely glosses over the reality of who Guaidó is, as do other mainstream outlets. Independent journalists, however, have now set the record straight. Writing at the Grayzone, Dan Cohen and Max Blumenthal offer a powerful rebuke of the idea that Guaidó is some kind of people’s champion poised to deliver Venezuela from evil. They point out that he is, in fact, an obscure figure in Venezuelan politics, who fewer than one in five Venezuelans had even heard of before the coup. And they add that his political party is a “politically marginal far-right group” that is “closely associated with gruesome acts of street violence”, stating:

While Guaidó is today sold as the face of democratic restoration, he spent his career in the most violent faction of Venezuela’s most radical opposition party, positioning himself at the forefront of one destabilization campaign after another. His party has been widely discredited inside Venezuela, and is held partly responsible for fragmenting a badly weakened opposition.


Far from having a base of support among ordinary Venezuelans, Guaidó is rather “the product of more than a decade of assiduous grooming by the US government’s elite regime change factories.” As Cohen and Blumenthal say:

Trump, meanwhile, congratulated Guaidó on his “historic assumption of the presidency.” Neither President Maduro or predecessor Hugo Chavez ever received a phone call from a US president after election.

Riding a wave of civil unrest, the head of the anti-Maduro National Assembly swore himself in as interim president last Wednesday, calling Maduro’s election last May “illegitimate.” Since then, the US has been quick to support the 35-year-old and equally quick to threaten Maduro.

Trump recognized Guaidó within an hour of his announcement, with Venezuela’s neighbors with right-wing governments following suit later that day. Several EU countries have threatened to recognize Guaidó unless a presidential election is called within days - something Maduro outright rejected.

Meanwhile, US Secretary of State Mike Pompeo pledged $20 million in humanitarian aid to Guaidó’s fledgling government, and gave the opposition leader access to Venezuelan assets held in US banks.'

The freezing of Venezuelan gold by the Bank of England is a signal to all countries out of step with US interests to withdraw their money, according to economist and co-founder of Democracy at Work, Professor Richard Wolff.

He told RT America that Britain and its central bank have shown themselves to be “under the thumb of the United States.”

“That is a signal to every country that has or may have difficulties with the US, [that they had] better get their money out of England and out of London because it’s not the safe place as it once was,” he said.













The Bank of England is currently withholding $1.2 billion in gold from Venezuelan President Nicolas Maduro’s government, but is being urged by Washington to release it to the chairman of the National Assembly, Juan Guaido. Last week, the US backed Guaido as the legitimate president of Venezuela, after he declared himself interim president.

According to Professor Wolff, control of Venezuela’s oil has always been an urgent issue for Washington.

He also said that the collapse of Britain as a global power, which was accelerated by Brexit, is now about to take another step.

'On January 29, CNN released a video about “Venezuelan army defectors” that appeal to US President Donald Trump to arm them to defend “freedom” in Venezuela.

“As Venezuelan soldiers, we are making a request to the US to support us, in logistical terms, with communication, with weapons, so we can realize Venezuelan freedom,” one of the alleged defectors, Guillen Martinez, told CNN.

Another one, Hidalgo Azuaje, added: “We’re not saying that we need only US support, but also Brazil, Colombia, Peru, all brother countries, that are against this dictatorship.”


  The ‘appeal’ came as the US is increasing pressure on the legitimate Venezuelan government in an attempt to change the political regime in the country. White House National Security Adviser John Bolton was even spotted with a mysterious note about the deployment of 5,000 US troops to Colombia, the US ally which borders Venezuela.

In this light, the military uprising or at least a partial defection will become a useful tool to overthrow the Maduro government and to push forward with the regime change agenda.

However, there is something strange with the defectors shown by CNN.




All defectors have ‘FAN’ badges on their uniform. FAN – Fuerza Armada Nacionales. This is an old-pattern, which has been abandoned in the Venezuelan military.

Now, Venezuela’s service members have another badge – FANB, which means Fuerza Armada Nacional Bolivariana. This fact be easily confirmed if somebody looks at photos and videos appearing online.

It seems that “Venezuelan army defectors” lost some parts of their uniform while they were defecting. In fact the answer is clear they are “former soldiers”, who live “outside the country”.

This was admitted even by CNN in a text comment below the video. Despite this, the entire interview represents the situation like these guys just defected from Venezuela’s army and are now calling on the US to support.'

'Facebook and Twitter both announced on Thursday they had taken down hundreds of accounts believed to have been part of coordinated influence operations from Iran, Russia and Venezuela.

Facebook removed 783 pages, groups and accounts that it said posed as local actors in countries across Europe, the Middle East and south Asia and shared content that was largely repurposed from Iranian state media. The accounts, some of which had been active since 2010, had garnered about 2 million followers on Facebook and more than 250,000 followers on Instagram.

While Facebook demurred from ascribing a motive to the operation, researchers with the Atlantic Council’s Digital Forensic Research Lab who analyzed the accounts said that it appeared designed to amplify views “in line with Iranian government’s international stances”. “The pages posted content with strong bias for the government in Tehran and against the ‘West’ and regional neighbors, such as Saudi Arabia and Israel,” the researchers wrote in a blog post.

Several of the accounts focused on sharing pro-Palestinian or anti-Israeli content, in French, English, Spanish and Hebrew. Many advanced pro-Iran, anti-Saudi Arabia messages to a largely Middle Eastern, Arabic-speaking audience. One targeted an English-language audience and posted 9/11 conspiracy theories.

More than 30% of the removed accounts had been active for at least five years, the researchers said.

The accounts purchased less than $30,000 in advertising on Facebook and Instagram, the company said. They also promoted eight “events” since May 2014, but Facebook said it could not confirm whether the events had actually taken place.'

'As developments in Venezuela continue to spiral out of control, it’s starting to look like history repeating – the US and its European allies are acting in exactly the same way as they did in Syria and Libya.

Sanctions, the legitimacy card, and backing the opposition – US tactics used in Syria are now in action in Caracas. Daniel McAdams, director of the Ron Paul Institute, says the US and its European allies are pushing Venezuela towards a civil war.

“Here we go again. This is like Syria redux. This is exactly what happened in Syria and in Libya. They’re playing the exact same game over and over again,” he said.

Obviously, the goal is the same – the overthrow of the government, the destruction of the country. The EU and US policy right now is leading directly toward a massive civil war in Venezuela.

AMY GOODMAN: The United States is continuing to ratchet up pressure on the Venezuelan government in an attempt to topple President Nicolás Maduro. On Tuesday, the State Department announced it’s giving control of Venezuela’s U.S. bank accounts to opposition leader Juan Guaidó, who declared himself president of Venezuela last week.

This came a day after the U.S. imposed a de facto embargo on oil from Venezuela’s state-run oil company, PDVSA. The new sanctions include exemptions for several U.S. firms, including Chevron and Halliburton, to allow them to continue working in Venezuela.

Meanwhile, the U.S. has also refused to rule out a military invasion of Venezuela. On Monday, national security adviser John Bolton was photographed holding a notepad on which he had written the words “5,000 troops to Colombia.”

Earlier today, Venezuelan President Nicolás Maduro tweeted, quote, “People of the U.S., I ask for your support to reject the interference of Donald Trump’s government in making My Homeland a Vietnam in Latin America. Don’t Allow It!” he tweeted. President Maduro told a Russian news network Wednesday he was open to negotiating with the opposition.

Major opposition protests are planned for today. On Tuesday, the Office of the U.N. High Commissioner for Human Rights criticized the Venezuelan government for cracking down on earlier protests. According to the U.N., at least 40 people have been killed and 850 detained since the recent round of anti-government protests began.

On Tuesday, Vice President Mike Pence met with members of the Venezuelan opposition at the White House. Trump’s new special envoy to Venezuela, Elliott Abrams, also took part in the meetings. Elliott Abrams is a right-wing hawk who was convicted in 1991 for lying to Congress during the Iran-Contra scandal, but he was later pardoned by President George H.W. Bush. Abrams defended Guatemalan dictator General Efraín Ríos Montt as he oversaw a campaign of mass murder and torture of indigenous people in Guatemala in the 1980s. Ríos Montt was later convicted of genocide. Abrams was also linked to the 2002 coup in Venezuela that attempted to topple Hugo Chávez.



ALLAN NAIRN: What his appointment emphasizes, re-emphasizes—it was already obvious—was that the U.S. is trying to overthrow the government of Venezuela and that it will be willing to use violence, to use military force, if necessary. That’s what Abrams, and indeed U.S. policy, has been all about.

I think their first preference would be to have a successful covert operation. Mike Pompeo, when he was in charge of the CIA, all but stated it publicly. At one point when he was speaking in Aspen at one of those gatherings of the elite, he gave the rough outlines of an operation, in coordination with U.S. allies like Colombia, to topple the Maduro government in Venezuela. And now, just recently, the night before Guaidó declared himself as the new president of Venezuela, he was on the phone with Mike Pence directly. Pence was—The Wall Street Journal broke the story. Pence was directly talking to him, and the next day he comes out and declares himself as the president of Venezuela. And now they’re asking—they’re offering incentives to Venezuelan Army officers to come over to their side and hoping that the U.S. can re-establish control of Venezuela in that manner.

But if that fails, I think there is a chance that the U.S. would consider an invasion of Venezuela. This would not be the first or even the second or third preference of the Pentagon or the CIA or the State Department. But it might be very attractive to Donald Trump, for several reasons.

In 2016, during the campaign, speaking of Iraq, Trump said, “To the victor belong the spoils. You have to go in and take the oil.” You could call this a Trump doctrine. And Venezuela has the world’s largest oil reserves. Now, very often oil is used as the explanation for the motive for U.S. invasions and foreign policy, and I think its role is usually way overblown. People give it too much weight in the analysis. But in this case, it might turn out to be very relevant, given that Trump has that doctrine and is now personally in power.
