No matter how you look at it, fracking as a large-scale endeavour for the UK seems pretty screwed.

The finances of frackers are creaking. Local councils are simply refusing to roll over in the face of the industry’s bully-boy tactics. Shale is getting more and more toxic, as MPs and the public turn against it. The Government doesn’t talk about it any more, and behind the scenes has massively lowered its expectations of how much fracking it thinks we’re going to get. It’s only going to get harder and harder for national politicians to claim that it’s somehow in the national interest.

If I were a would-be fracker, I’d be playing very, very nice right now. But despite it all, they’re not… Spam_A Spam_B Earlier this month Derbyshire County Council’s planning committee overwhelmingly voted (9-1) to oppose INEOS’s proposals to test-frack near Eckington, not far from Sheffield. The significant thing wasn’t the scale of their opposition, but the strength of their fury. INEOS is throwing all it has at trying to force its rigs onto a community that demonstrably doesn’t want it, most perniciously going over the council’s head to secure a national planning inquiry.

The council, refusing to be silenced, gave its views on the plans anyway. These views were: go away. Councillors were seriously pissed off. The chair of the Committee took the time to specifically accuse INEOS of acting “disgracefully” in attempting to trample over local democracy.


While the fight isn’t over – the national inquiry is still going ahead – INEOS now has to contend with the council’s continued formal opposition. That’s a massive win for Eckington Against Fracking and its many local supporters.

Did INEOS take all this gracefully, chastened by the reaction to its behaviour? Did it ‘eck. Its CEO slammed the “confused” council as being “led by politics” (isn’t that kind of the point?), darkly hinting that councillors are unwise to take on the “costly” public inquiry. That’s right. A company that desperately needs the tide of opinion to turn in its favour sharpish chooses instead to go to war with elected representatives for daring to stand up to them. Then again, this is the same company that’s taking legal action against the National Trust against its refusal to let it conduct seismic surveys under its land.'

Did fracking cause the Hawaii volcano eruption?






On the Big Island of Hawaii, where the Kilauea volcano has explosively erupted, there is a geothermal energy plant. It is the Puna Geothermal Venture (PGV) Plant, in Puna.

There is a long-running debate about whether PGV is fracking. The debate may be a matter of terminology, because in the geothermal process, as hawaiifracking.com reports, “…the drilling and the injection of cold water into hot rocks used in geothermal energy plants does fracture the rocks, which can induce earthquakes and through contamination of the atmosphere and water tables can affect our health and safety.”

Whether deep injection of fluid aims to capture oil, gas, or heat (geothermal), the beginning stage of the process is the same.

Earthquakes induced by this water-injection could obviously trigger a volcano.

For example, here is an alarming article about a geothermal project in Switzerland. Swissinfo.ch, December 10, 2009: “The authorities in canton Basel City say they will cancel a geothermal energy project, which three years ago caused minor tremors that damaged many buildings.”

“A risk analysis study published on Thursday found that the danger of setting off more earthquakes was too great if drilling at the site resumed.”

“The project was put on hold three years ago after thousands of claims for damage were filed with insurers. Total costs for the damage were around SFr9 million ($8.78 million).”

“The study, commissioned by the canton, concluded that Basel was ‘unfavourable’ for geothermal power generation.”

“It said the resumption of Deep Heat Mining project and its operation over a 30-year period could set off around 200 tremors with a strength of up to 4.5 on the Richter Scale – in 2006, the quakes were about 3.4.”

“This would result in damages up to SFr40 million.”

“The Basel facility drilled five kilometres into the earth. The borehole was designed to be injected with water to capture the extreme heat. Back at the surface, the hot water – at a temperature of around 160° Celsius – would run a steam turbine coupled with a generator.”

This Swiss article outlines the risks, and also confirms that deep water-injection is used in the geothermal process—which can and does trigger earthquakes. Spam_A Spam_B Here is another reference—The Guardian, July 11, 2013: “Pumping water underground at geothermal power plants can lead to dangerous earthquakes even in regions not prone to tremors, according to scientists.”

“Prof Emily Brodsky, who led a study of earthquakes at a geothermal power plant in California, said: ‘For scientists to make themselves useful in this field we need to be able to tell operators how many gallons of water they can pump into the ground in a particular location and how many earthquakes that will produce’.”

“It is already known that pumping large quantities of water underground can induce minor earthquakes near to geothermal power generation and fracking sites. However, the new evidence reveals the potential for much larger earthquakes, of magnitude 4 or 5, related to the weakening of pre-existing underground faults through increased fluid pressure.”

“The water injection appears to prime cracks in the rock, making them vulnerable to triggering by tremors from earthquakes thousands of miles away. Nicholas van der Elst, the lead author on one of three studies published on Thursday in the journal Science, said: ‘These [injected] fluids are driving [earthquake] faults to their tipping point’.”

“The analysis of the Californian site showed that for a net injection of 500m gallons of water into the ground per month, there is an earthquake on average every 11 days.”

“Heather Savage, a co-author on the same study said: ‘It is already accepted that when we have very large earthquakes seismic waves travel all over the globe, but even though the waves are small when they reach the other side of the world, they still shake faults [such as the faults induced by geothermal water-injection]. This can trigger seismicity in seismically active areas SUCH AS VOLCANOES where there is already a high fluid pressure.” (emphasis added)

So, on the Big Island of Hawaii, where there is a massive volcanic eruption underway, there is a geothermal plant, PGV. How close to the volcano is PGV?

The Washington Post, May 12: “Long a concern for residents and the target of lawsuits challenging its placement ON AN ACTIVE VOLCANO, the Puna Geothermal Venture (PGV) is a major safety issue [i.e., chemicals stored at PGV] in the wake of the eruptions and earthquakes that have shaken the Big Island for days, government officials say.” (emphasis added)

I see. PGV is ON the volcano. Other reports claim PGV is 15 miles from the volcano. In either case, PGV is close, very close.

Who owns PGV? Ormat Technologies. Through internal merger and stock swapping, Ormat appears to be a jointly owned Israeli and US company now.

Ormat is no stranger to scandals. At blog.heartland.org, H Sterling Burnett writes (4/1/15): One scandal that could haunt [Harry] Reid for his remaining time in the Senate (and possibly beyond) was reported on recently in the Washington Free Beacon and Courthouse News. It seems the Reid helped the green energy company, Ormat Technologies, a firm that owns and manages geothermal plants in California and Hawaii, secure nearly $136 million in economic stimulus funding from the 2009 American Recovery and Reinvestment Act.”

“Two former employees are suing the firm, claiming Ormat executives defrauded the United States of more than $130 million by reporting false information about two projects to get government grants, a federal judge ruled Tuesday.”

“Reid’s ties to Ormat are deep. The company runs geothermal plants in Nevada and Reid has been a big booster of the company in D.C. As reported in the Free Beacon, ‘Reid bragged about securing Ormat a $350 million loan guarantee from the Department of Energy (DOE) and took credit for expanding the Treasury program that the former employees say illicitly provided Ormat with millions more in taxpayer funds’.”

“It is also worth noting that Ormat’s DOE award came a year after investors sued the company for allegedly inflating its stock price through ‘fraudulent accounting and overstated financial results.’ Ormat settled the allegations in 2012 for $3.1 million.”

Ormat potentially faces a much larger scandal now.

A massive volcanic eruption on the Island of Hawaii.

'Fracking has stopped again at a shale gas well near Blackpool after the area was struck by the most powerful earthquake since operations began.

A total of 27 minor earthquakes have occurred near energy company Cuadrilla’s site since fracking started a fortnight ago.

The 1.1-magnitude tremor on Monday morning was the biggest so far and the second to have breached the regulatory threshold which forces operators to stop fracking.

Anything greater than a 0.5-magnitude quake requires companies to stop injecting the water used to fracture shale rock and release the gas within. Spam_A Spam_B Cuadrilla confirmed that the event, which was centred 2km underground, occurred while it was fracking at the Preston New Road site. The company said fracking would cease for 18 hours before it restarted.

While the tremors are far below anything that could be felt at the surface and are unlikely to threaten the integrity of the well, the stop-start of operations will cost Cuadrilla financially. Lawyers for the firm have said every day of delay costs £94,000.'

The Tory MP for Richmond said people had legitimate concerns about fracking and that government proposals to bypass local planning decisions on shale gas wells were a mistake.

Fracking near Blackpool has caused two minor earthquakes in 24 hours. Saturday’s tremor is the 18th in the area since fracking recommenced 12 days ago at the UK’s only active site. It was too small to be felt above ground and was not categorised as a “red” event by the Oil and Gas Authority, unlike the tremor on Friday, because it occurred after operations had finished.'

'A fracking firm caught up in a growing public outcry over earthquakes has made a staggering demand, as reported in the Times. It says that the rules around how strong earthquakes near fracking sites are allowed to be should be relaxed even more. Campaigners have obviously hit back.

Preston New Road is becoming the eye of the storm over fracking. Cuadrilla has permission to drill the site for shale gas, which has pitted it against local people. In July, the government officially gave Cuadrilla the go-ahead to start extracting shale gas. But the decision drew more protests from locals. Then, a judge jailed three activists (whom another judge promptly freed). But after a court case, bad weather and protests stopped it, Cuadrilla finally began work on 15 October. People met this with further protests. Spam_A Spam_B As The Canary has been reporting, since 18 October the British Geological Survey (BGS) has recorded 31 tremors near to Cuadrilla’s Preston New Road fracking site, as of 5pm on 30 October. The strongest of these happened on 29 October, with a magnitude of 1.1. Cuadrilla has stopped work several times, due to the magnitude of the tremors breaching the government’s traffic light system:




But now, Cuadrilla has told the Times it thinks that the 0.5 magnitude limit, which makes it stop work, should be increased.'

'This is just the beginning': freed activists return to fracking site






'On Thursday morning, the day after being released from prison, three environmental activists who became the first people to be jailed for an anti-fracking protest in the UK returned to the Preston New Road fracking site near Blackpool.

Simon Roscoe Blevins, 26, Richard Roberts, 36, and Richard Loizou, 31, arrived to a hero’s welcome from around 40 protesters gathered there. “It’s helped so much while we’ve been in prison to receive all of your letters and to know there is so much support,” Loizou said to the crowd. Blevins said: “We had letters and pictures covering all of our walls, stuck there with toothpaste because that’s all we had.”

Last month Blevins, a soil scientist from Sheffield, and Roberts, a piano restorer from London, were sentenced to 16 months in prison, and Loizou, a teacher from Devon, got 15 months, after the three were convicted by a jury at Preston crown court of causing a public nuisance.

The men were prosecuted for taking part in a protest in July last year in which they climbed on to the cabs of trucks attempting to carry drilling equipment into the Preston New Road site and camped there for three days.

The site has been a focal point for protests since October 2016, when the government overturned a decision by Lancashire county council and gave the energy firm Cuadrilla consent to extract shale gas at two wells on the site.'

'A growing number of Tory MPs are turning against fracking, according to one MP with a drilling site in his constituency.

Lee Rowley, who chairs the new all-party parliamentary group looking into the impact of shale gas, told the Guardian he was seeing increasing numbers of colleagues with worries about hydraulic fracturing.

“I think there are more Conservative MPs than perhaps assumed who have concerns about this,” said Rowley, who became the first Conservative MP for North East Derbyshire for 80 years when he won the seat from Labour in 2015. “There are more and more colleagues who are coming up to me and saying, ‘I have concerns about this and I have concerns about the policies.’ Spam_A Spam_B “A lot of colleagues start from the position as I did a few months ago: that we have to have a sensible energy policy and we have to look at all options and see what we can do. But when they go through the detail many are coming to the conclusion that fracking is probably not the way forward,” he said.

Earlier this week the Tory MP Zac Goldsmith warned that fracking had “the potential to turn whole regions against the government”.

Twenty-one Tory MPs have attended two recent parliamentary debates about the government’s proposals. Ministers want to fast-track planning applications by declaring shale gas wells nationally significant infrastructure projects (NSIP) and “permitted developments” on a par with home extensions, allowing them to bypass local planners.

'The government is facing a fresh legal challenge to its proposals to fast-track new fracking sites by loosening planning regulations.

Ministers said this summer they would drop the requirement for shale gas wells to obtain planning permission by designating fracking sites as national infrastructure projects.

Greg Clark, the business secretary, used a written ministerial statement to tell local authorities they should abide by a definition of fracking that campaigners say is looser than the current one. Spam_A Spam_B Opponents say the new definition allows some companies to claim that their operations do not meet the technical definition of fracking and therefore do not have to face tougher planning decisions.

On Monday a high court will decide whether to allow a legal challenge, brought by the mayor of a town in north Yorkshire against two government departments, on the grounds they should have undertaken an assessment required by EU law before Clark’s statement.

The case has been brought by Paul Andrews, the mayor of Malton, which is the nearest town to the KM8 well that Third Energy intends to frack.

He said Clark’s comments had completely undermined protections against fracking in North Yorkshire county council’s local minerals plan.'

'It’s official: public support for fracking has dropped considerably. But don’t take our word for it. Because the figures come from the government itself.

Campaign group Friends of the Earth describes fracking as:

a process to extract oil or gas from shale rock… A mixture of water, sand and chemicals is pumped down the well at very high pressure. This fractures the rock and when the pressure is released, the gas or oil flows back up the well.


The Department for Business, Energy and Industrial Strategy (BEIS) does a quarterly survey of public opinion on energy. And it’s now released the latest results.

Oh dear…

Public support for fracking has dropped by 12 percentage points since December 2013; although it increased by two percentage points between September 2017 and September 2018. Meanwhile, opposition has risen from 21% in December 2013 to 31% in September 2018; it peaked at 36% in September 2017:



The top three reasons for people opposing fracking were:


Loss/destruction of natural environment (58%).

Not a safe process (27%).

Earthquakes (26%).


And as the BEIS survey noted [pdf, p15], the more knowledge people have about fracking, the more likely they are to oppose it.

But looking at the situation with fracking, it’s no surprise support has dropped and opposition has grown.'

'A federal court today ordered the Trump administration to stop issuing permits for offshore fracking in federal waters off the California coast. U.S. District Judge Philip S. Gutierrez concluded that the federal government violated the Endangered Species Act and the Coastal Zone Management Act when it allowed fracking in offshore oil and gas wells in all leased federal waters off California.

“Stopping offshore fracking is a big victory for California’s coast and marine life,” said Kristen Monsell, oceans program legal director at the Center for Biological Diversity. “We’re glad the Trump administration lost this round in its push to expand dangerous oil operations off California. This decision protects marine life and coastal communities from fracking’s toxic chemicals.” Spam_A Spam_B The court order is the result of three lawsuits filed by the state of California, Center for Biological Diversity and Wishtoyo Foundation, and the Environmental Defense Center challenging the federal government’s approval and environmental review of offshore fracking in the Pacific Ocean.

“Protecting the health of our coastal waters is essential to our commitment to conserving the ecosystem and marine life necessary for our maritime culture,” said Mati Waiya, executive director of Wishtoyo Foundation. “The decision by honorable Judge Gutierrez upholds the law that ensures the health of our ocean waters. We all celebrate this decision that honors the rights of our maritime resources.”

The court held that federal officials violated the Endangered Species Act by failing to complete its consultation with expert wildlife agencies on the impacts of offshore fracking on endangered species. The court also said the Trump administration violated the Coastal Zone Management Act when it failed to let the California Coastal Commission determine whether offshore fracking is consistent with California’s coastal management program. The judge ordered the feds to complete the process with the State of California before approving any permits for offshore fracking.'

'Have you been wondering what is causing the recent spate of earthquakes in Oklahoma and the rest of the United States? In an article on PBS NewsHour, researchers warned that these quakes are caused by underground injections of wastewater.

Fracking and other enhanced oil recovery methods create a lot of contaminated water as a byproduct. To prevent the contamination of drinking water supplies, the companies are pumping the dirty water back underground.

The University of California Santa Cruz (UCSC) recently conducted a study regarding deep wastewater injection. They knew that earthquakes coincide with these operations. The researchers wanted to know the distances from an injection well at which an earthquake will be triggered.

They found that injections could cause earthquakes as far as six miles (10 kilometers) in the distance. They also reported that the bigger and further earthquakes are caused by injecting water into soft sedimentary rock instead of the harder rock beneath.

Injected water can trigger earthquakes far from the well itself
This information is earthshaking because it can change the management and regulation of the fracking industry. That’s because earthquakes do not necessarily only take place at the site of an injection well.

For decades, experts have known that dumping water into a geologic fault can cause the crack to open up. When the fault slips, an earthquake occurs.

Water injections can cause the earth to shake in other ways. One way is called poroelasticity, where injected water puts pressure on the rock around it. The water deforms the material and forcing the fault to slip.'

'The Trump administration plans to auction more than 900,000 acres for oil and gas extraction on the doorstep of Nevada’s only national park and other protected public lands. It would be the largest single lease sale of public lands in the lower 48 states in at least a decade.

“The Trump administration is doubling down on its reckless ‘drill-anywhere’ strategy,” said Patrick Donnelly, Nevada state director at the Center for Biological Diversity. “Nevadans cherish our national park and wildlife refuges. It’s disgusting that Trump officials are willing to permanently defile these spectacular places to appease the oil industry.” Spam_A Spam_B The Bureau of Land Management lease sale, scheduled for March 12, 2019, will auction off public land next to Great Basin National Park and Ruby Lakes National Wildlife Refuge, an internationally known migratory waterfowl stopover cherished by birders and hunters.

One parcel comes within a half-mile of South Ruby Lake, where a spill of fracking fluids or a well failure could contaminate one of the Great Basin’s most vibrant aquatic ecosystems.

Great Basin National Park has been designated an International Dark Sky Park in recognition of its remoteness. The area surrounding the park is undisturbed except for a few multigenerational ranches.

The plan threatens imperiled wildlife, including greater sage grouse, since the massive lease sale includes hundreds of thousands of acres of important grouse habitat. The sale also covers tens of thousands of acres of designated critical habitat for the federally protected desert tortoise and parcels adjacent to springs harboring rare native fish, including the threatened Railroad Valley springfish.

“Every time the BLM invites the oil and gas industry to drill and frack sage-grouse habitat, the grouse moves closer to extinction,” said Kelly Fuller, energy and mining campaign director for Western Watersheds Project. "The BLM needs to stop leasing sage-grouse habitat, period.”'

'Yet more earthquakes have hit a fracking site in Lancashire. But instead of holding its hands up, the company responsible is churning out spin faster than you can say ‘frack off!’

Fracking company Cuadrilla has been courting controversy for quite a while now. It’s been the subject of countless demos, political criticism and campaigns. But at the centre of the row is the site at Preston New Road in Lancashire. Spam_A Spam_B In July, the government officially gave Cuadrilla the go-ahead to start extracting shale gas. But the decision drew more protests from locals. Then, a judge jailed three activists (whom another judge promptly freed). But after a court case, bad weather and protests stopped it, Cuadrilla finally began work on 15 October. This led to more protests.

Then the earthquakes began.

As The Canary has been following, the British Geological Survey (BGS) recorded 36 tremors near to Preston New Road between 18 October and 4 November. The strongest of these happened on 29 October, with a magnitude of 1.1. The BGS said it was felt in Blackpool. Cuadrilla stopped work several times, because the magnitude of the tremors breached the government’s traffic light warning system.

Cuadrilla stopped its activities for a while. But no sooner had it started again this week yet more earthquakes began. The site had 11 in two days, as of 12pm on Wednesday 12 December. The strongest one yet happened on 11 December, with a magnitude of 1.5. People felt it in Blackpool.

Needless to say, campaigners and locals were up in arms.'

'The shale gas firm Cuadrilla has said commercial fracking cannot go ahead in the UK unless rules on minor earthquakes are relaxed, after admitting it had only been able to frack a tiny section of its gas well near Blackpool because of seismicity regulations.

The company became the first to frack in the UK for years when it started operations last October at its Preston New Road site but was repeatedly forced to pause work for causing tremors that breached a 0.5-magnitude limit.

In a statement on Wednesday, the company revealed that less than 5% of the well had been fracked, or only two of the 41 so-called fracking stages along the well. The rules had “severely constrained” the volume of sand that could be injected along with chemicals and water to fracture the shale rock and release the gas within. It used less than 14% of the sand, which helps to keep the fractures open, than it had intended to.

Francis Egan, the company’s chief executive, said: “We haven’t been able to inject as much sand into the shale rock as we planned and it’s true that without enough sand we can’t flow the gas back in commercial quantities.”

However, the firm said fracking had confirmed a “rich reservoir” of gas, flowing at a peak of 200,000 cubic feet a day. From that data, the company has estimated a flow of 3-8m cubic feet a day if it was able to frack the entire length of the well.

Cuadrilla called on the government and its regulator, the Oil and Gas Authority (OGA), to carry out a review of the earthquake rules, known as the “traffic light system”. Ineos, a rival fracking firm run by the UK’s richest person, Sir Jim Ratcliffe, earlier this week demanded a review of the limits, saying they had “no sound basis in science” and were unworkable.'

'The government has rejected pleas by fracking companies to review strict rules around earthquakes caused by their operations, in a major blow that could spell the end for Britain’s nascent shale industry.

Cuadrilla complained on Wednesday that it had only been able to frack a tiny section of its well near Blackpool last autumn because of the limits, and warned it would not be able to undertake commercial fracking if the regulations are not reviewed.

Earlier this week, petrochemicals company Ineos urged a relaxation of the “unworkable” regulations, which mean companies have to halt work if they trigger tremors above 0.5 magnitude.

But on Thursday the government made it clear that it was not budging on the limits, part of a regulatory regime that the UK has said is more robust than in the US, where fracking took off and has transformed the energy landscape. A spokesperson at the Department for Business, Energy and Industrial Strategy said: “The government believes shale gas could be an important new domestic energy source, enhancing our energy security and delivering economic benefits including the creation of well paid, quality jobs.

“That’s why the government has given the industry significant support to develop while ensuring that our world-leading regulations remain in place to ensure fracking happens safely and responsibly.

“We set these regulations in consultation with industry and we have no plans to review them.”'

'A group of almost 50 scientists have called on the government to review the earthquake limit for fracking sites in order to allow the industry to grow in the UK.

Currently any fracking must be put on hold if it produces earthquakes above the 0.5 magnitude limit, a provision that has repeatedly brought operations in Lancashire to a halt in recent months.

The open letter to The Times has added support to the voices of fracking industry chiefs from Ineos and Cuadrilla who have called for looser earthquake restrictions. <strong>The 49 geoscientists, some of whom have been linked to the oil and gas industry</strong>, called the existing “traffic light” system “extremely conservative”.

In the letter, they wrote the limit is: “very far below the levels set in other countries, or for other comparable industries in the UK (such as quarrying, mining and deep geothermal energy).”

In the US, which has a far more developed fracking industry, the limits are at between 2.7 and 4.5 depending on the state.

However, the government has refused to budge on its commitment to avoid raising the earthquake limit, which it said was agreed after consultation with industry.

While smaller quakes are not generally felt at the surface, there are concerns repeated events will cause damage to infrastructure, and that they could lead to large tremors that compromise the fracking borehole and cause leaks.'

'The government’s fracking proposals would release the same amount of greenhouse gas emissions as almost 300 million new cars, fatally undermining ministers’ obligation to tackle the escalating climate crisis, according to new research.

Analysis by the Labour party shows that the amount of carbon dioxide released into the atmosphere if the government’s plans go ahead would be the same as the lifetime emissions of 286 million cars – or 29 new coal-fired power plants.

The findings come as ministers’ efforts to kickstart their fracking proposals face growing resistance, with defeat in the courts, fierce local objections and opposition from Labour and Tory councils alike. Labour leader Jeremy Corbyn, who was in Lancashire on Saturday to join the anti-fracking campaign in the region, said a future Labour government would ban fracking “once and for all”.

“The Conservatives’ fracking plans will damage our environment and fly in the face of community opposition,” he said. “There is a clear alternative to fracking. Clean, renewable energy is the future of our economy and will create more than 400,000 jobs as part of Labour’s green industrial revolution.”

Concerns about drilling flared in the run-up to Christmas when energy company Cuadrilla was forced to pause operations near Blackpool three times after drilling caused small earthquakes that breached government safety limits.

Several local authorities – including London, Manchester, Leeds, Wakefield, Hull and York – have expressed opposition to fracking. There is also opposition from many Tories. In Westminster, almost two dozen Tory MPs are reported to be against fracking and willing to “destroy the government’s majority” if it tries to weaken planning laws.'
