Venezuela bars Guaido from holding public office for 15 years

'The ongoing crisis in Venezuela has taken a new twist, as Nicolas Maduro's government barred the US-backed parliament leader Juan Guaido from holding public office for 15 years over irregularities in financial records.

The move was announced by state comptroller Elvis Amoroso on Thursday. The 15-year-ban – the longest possible – comes as a result of an audit launched into Guaido's finances back in February.

The self-proclaimed ‘interim president’ has been accused of lying on his personal financial disclosures and receiving funds from irregular sources. Guaido had ultimately failed to explain the origins of funds he spent on travelling abroad since joining the National Assembly, according to Amoroso.

The US-backed opposition leader was not, however, intimidated by the lengthy ban, calling his supporters to stage more protests.

“We're going to continue in the streets,” Guaido said soon after Amoroso's speech was aired on state TV. Guaido's response to the ban was to declare the Constituent National Assembly, which appointed Amoroso to serve as the comptroller general in October last year, is not real.

"There is no comptroller, there is no constituent [assembly], that mister was activated and pulled out of the dust to sow fear in the hotels that housed us," Guaido said.

With Guaido acting as though Venezuela's actual government is no longer in power, Washington has been hard at work boosting the credibility of his claim to the office. US President Donald Trump's wife Melania hosted Guaido's wife Fabiana Rosales in the White House on Wednesday, with establishment media referring to Rosales as the Venezuelan "first lady" and "first-lady-in-waiting".

The exchange comes ahead of mass rallies – both for and against the legitimate government of President Maduro – scheduled for Saturday. The country is now recovering from a second major blackout in less than a month, with the government and opposition trading accusations about what’s behind it.

While Caracas maintains that the blackouts were caused by cyber-attacks and saboteurs directed by the US, the opposition and its supporters cite them as a proof of the alleged incapacity of Maduro's government.'

Trump warned he’s open to “all options” if Russian personnel don’t leave Venezuela. Pence called the move an “unwelcome provocation.” Regime hardliners Pompeo, Bolton and Abrams made similar warnings - Russia undeterred by their threats.

According to Abrams, the Trump regime will announce a response in the coming days, saying “(w)e have a very nice options paper of the various things that can be done in US-Russia relations. There is a lot of things that are on the list. So, The Russians will pay a price for this.”

Russian Foreign Ministry spokeswoman Maria Zakharova said Moscow stopped paying attention to US threats and sanctions long ago, pursuing its lawful agenda, including cooperative relationships with other countries undeterred.

What does it mean, get out,” she asked? “Is it the tourists who have to get out? Is it the energy companies that have to cancel their contracts? What does it mean, get out?”

“To tell Russia to ‘get out of Venezuela’ is going completely over the top. This is total boorishness on a global scale.” There are no “legal let alone moral” grounds for Trump regime demands. Pompeo called deployment of Russian military forces to Venezuela “reckless escalation,” adding the Trump regime won’t “stand idly by” in response.

On Friday, Bolton issued the following statement on Venezuela, including on Russia’s involvement, saying:

The US “condemns Nicolas Maduro’s continued use of foreign military personnel in his attempt to remain in power (sic), including the introduction of Russian military personnel and equipment into Venezuela (sic).”

“Maduro will only use this military support to further repress the people of Venezuela (sic); perpetuate the economic crisis that has destroyed Venezuela’s economy (sic); and endanger regional stability (sic).”

“We call on the Venezuelan military to uphold its constitutional duty to protect the citizens of Venezuela” - precisely what it’s doing by opposing the Trump regime’s coup plot, supporting democratically elected and reelected Maduro.

“We strongly caution actors external to the Western hemisphere against deploying military assets to Venezuela (sic), or elsewhere in the hemisphere (sic), with the intent of establishing or expanding military operations (sic),” said Bolton, adding:

“We will consider such provocative actions (sic) as a direct threat to international peace and security in the region (sic).”

“We will continue to defend and protect the interests of the United States, and those of our partners in the Western hemisphere (sic), which are rooted in a shared respect for liberty, security, and the rule of law (sic).”

The above remarks and similar ones by Trump and other regime hardliners show they’re desperate, their diabolical plot to topple Maduro not going as planned.

Russia isn’t cowed by Trump regime threats. Zakharova said its military personnel “arrived…in accordance with the provisions of the bilateral agreement on military technical cooperation,” adding:

“The Russian side has not violated anything – not international agreements or Russian and Venezuelan law.”

“Russia is not tipping the balance in the region. Russia is not threatening anybody unlike certain (Trump regime officials) whose statements I…quoted.”

She denounced “the provocative activities of the impostor (Guaido), the so-called ‘acting president’…undermining the legal foundations of Venezuela’s statehood, (along with US-led) bullying of the legally elected president” Maduro.

“Regarding Washington’s idea of who we ‘must’ support in Venezuela, Russia supports the legitimate authorities.”

Venezuelans alone may choose their ruling authorities. International law strictly forbids foreign interference in the internal affairs of other countries. It’s flagrantly illegal at all times, under all circumstances - except in self-defense if attacked, clearly not the case in Venezuela.

Zakharova also accused the Trump regime of stoking instability and chaos in Venezuela, seeking to crush its economy and topple its legitimate government, calling US sanctions flagrantly illegal.

Putin spokesman Dmitry Peskov said Moscow will defend its interests in Venezuela with “all mechanisms available to us,” refusing to submit to unacceptable US demands.

Kremlin presidential aide Yuri Ushakov said involvement of Russian military personnel in Venezuela is “within the (legal) framework of” bilateral relations.

Unlike the presence of US forces wherever they’re deployed, Russian military personnel threaten no one.

Venezuela’s military attache in Moscow Jose Rafael Torrealba Perez said Russian forces arrived in Caracas as part of bilateral defense cooperation, adding: “In no way are we talking about Russia’s military presence to conduct military operations.”

US war by other means failed to change policies of targeted nations - notably not in Cuba for nearly 60 years, Iran for 40 years, and Venezuela since 1999.

Short of US military intervention, Trump regime tactics to topple Maduro and eliminate Venezuelan social democracy will likely fail.

What hasn’t worked since Trump took office, notably since January, won’t likely succeed ahead - especially with Russia involved to help protect and preserve the Bolivarian Republic.

'Venezuela's chief justice on Monday asked politicians to strip opposition leader Juan Guaido of immunity, taking a step towards prosecuting him for alleged crimes as he seeks to oust President Nicolas Maduro.

Supreme Court Justice Maikel Moreno said Guaido should be prosecuted for violating a ban on leaving the country when he went on a tour of Latin American countries that back a change in Venezuela's government.

The US-backed opposition leader, who has immunity from prosecution as head of the National Assembly, is also accused by Maduro's government of inciting violence linked to street protests and receiving illicit funds from abroad. Guaido declared himself interim president in late January, saying Maduro's May 2018 reelection was illegitimate. Maduro accuses Guaido and the United States of staging a coup.

Maduro, who calls Guaido a puppet of the US, has said that he should "face justice", but has not openly called for Guaido's arrest.

The chief prosecutor's office has opened an investigation of Guaido but has not ordered his arrest or officially charged him with anything.

Last week, the Venezuelan government said it was barring Guaido from holding office for 15 years, a move the opposition leader brushed off.

On Monday, Guaido dismissed the Maduro-stacked high court as illegitimate and continued his calls for Maduro to step down. He accused the socialist leader of using the constant blackouts blanketing the country as political capital. The opposition leader has said years of neglect by the government has left the grid in shambles - not sabotage as Maduro claims.'

But Ricardo Hausmann is much more than a prominent pundit. He is one of the West’s leading neoliberal economists, who played an unsavory role during the 1980s and ’90s in devising policies that enabled the looting of Venezuela’s economy by international capital and provoked devastating social turmoil.

Hausmann emerged among a group of neoliberal economists gathered around the Instituto de Estudios Superiores de Administración (IESA), a private university in Caracas. They came to be known in Venezuela as “the IESA Boys,” a not-so-affectionate reference to the Chicago Boys who were imported into Chile from the University of Chicago in 1973 to devise shock-therapy policies for Augusto Pinochet and his military junta.

The popular rejection of the IESA Boys’ agenda began with the Carazao of 1989, a massive revolt that consumed the capital of Caracas when poor and working-class Venezuelans rioted in protest of an IMF package that mandated harsh austerity. Thousands of dead civilians and three years later, Hausman entered government to impose more shock therapy on the most vulnerable Venezuelans, making the rise of Hugo Chávez as president in 1998 practically inevitable.

While unknown to most Venezuelans, Hausmann remains a key player in his country’s tumultuous politics. During a talk at the World Affairs Council of Greater Houston in November 2018, he eerily predicted Guaidó’s self-proclaimed presidency, telling the crowd “the international community is now focused on the idea that… January 10th is the end of the presidential period of Nicolás Maduro.”

“On January 11th, Nicolás Maduro will not be recognized as… the legitimate president of Venezuela,” Hausmann anticipated. “I think that’s an important date.”

On January 11th, when Juan Guaidó declared his preparedness to become president of Venezuela, the Harvard professor’s prophecy was fulfilled.

Almost two months later, Guaidó appointed Hausman to serve as his representative at the Inter-American Development Bank. This was perhaps the best signal of what lies in store for Venezuela if Guaidó and his benefactors in the Trump administration achieve their goal of regime change. Hausmann’s return to power spells the restoration of the IESA Boys’ agenda, bringing neoliberal austerity back with a vengeance. A detailed look at his history is a preview of what lurks on the horizon for the poor and working-class Venezuelans whose lives improved the most throughout the era of Chavismo.

White House economic adviser Larry Kudlow on Wednesday said the United States has plans to rapidly revitalize the Venezuelan economy, including financial and food planning as well as getting cash to people in the country.

The rescue and restructuring plan for Venezuela would involve getting dollars into the country, and the United States is working with banks in the region to help, Kudlow told reporters at an event hosted by the Christian Science Monitor news outlet.

The United States is taking illegal and dangerous actions to execute regime change in Venezuela. In January, Juan Guaidó declared himself “interim president,” in a strategy orchestrated by the United States to seize power from President Nicolás Maduro.

In March, Guaidó announced that “Operation Freedom,” an organization established to overthrow the Maduro government, would take certain “tactical actions” beginning on April 6. Part of the plan anticipates that the Venezuelan military will turn against Maduro.

This strategy is detailed in a 75-page regime change manual prepared by the U.S. Global Development Lab, a branch of the U.S. Agency for International Development (USAID). The manual advocates the creation of rapid expeditionary development teams to partner with the CIA and U.S. Special Forces to conduct “a mix of offensive, defensive, and stability operations [in] in extremis conditions.”

Some of these actions will, in all likelihood, involve combat operations. A USAID official said, “Anybody who doesn’t think we need to be working in combat elements or working with SF [special forces] groups is just naïve.”

The manual was written by members of Frontier Design Group (FDG), a national security contractor whose “work has focused on the wicked and sometimes overlapping problem sets of fragility, violent extremism, terrorism, civil war, and insurgency,” according to its mission statement. FDG was the “sole contractor” that USAID hired to write a “new counterinsurgency doctrine for the Trump administration,” Tim Shorrock wrote at Washington Babylon.

Guaidó is funded by USAID’s sister organization, the National Endowment for Democracy, which is notorious for meddling in other countries and putting a good face on the CIA’s dirty business, as the late journalist William Blum explained.

White House economic adviser Larry Kudlow on Wednesday said the United States has plans to rapidly revitalize the Venezuelan economy, including financial and food planning as well as getting cash to people in the country.

The rescue and restructuring plan for Venezuela would involve getting dollars into the country, and the United States is working with banks in the region to help, Kudlow told reporters at an event hosted by the Christian Science Monitor news outlet.

Koch Nitrogen International Sarl had a long-term agreement with FertiNitro to purchase, at a discount, both ammonia and urea.

The Tribunal found that Venezuela unlawfully expropriated the two companies interests in FertiNitro. It awarded Koch Minerals Sarl $140,250,000 in principal compensation, and Koch Nitrogen International Sarl $184,800,000.

The Tribunal also awarded the two companies pre-award interest.  The amount of pre-award interest awarded to Koch Minerals Sarl came to $28,419,011.14, for a total of US$168,669,011.14.

The amount of pre-award interest awarded to Koch Nitrogen International Sarl came to $37,446,226.44, for a total of US$222,246,226.44.

Venezuela's Guaido pushes to name new representative to regional lender

Venezuelan opposition leader Juan Guaido named Harvard University economist Ricardo Hausmann as the country’s representative to the Inter-American Development Bank (IADB), Guaido’s envoy to the United States said on Monday.

The regional lender confirmed it had received a letter from Guaido naming Hausmann and said it was considering how to proceed.

“We’ve received the letter and are determining next steps,” a bank official told Reuters.

Venezuela poses a tricky problem for the Washington-based lender, whose charter prevents its board from discussing internal political issue of member states. If the board agrees to accept Guaido’s representative, it would be the first financial institution to make such a move.

Washington (AFP) - US sanctions came into effect Sunday to block Venezuela's economic lifeline of oil exports, in what Washington hopes will be a major blow in its fledgling campaign to topple leftist President Nicolas Maduro.

As of 12:01 am Washington time (0401 GMT), the United States will take action against anyone who deals with state-owned Petroleos de Venezuela, or PDVSA, or any entity in which the company holds at least a 50 percent stake.

It is among a volley of steps by President Donald Trump's administration to oust Maduro and install opposition leader Juan Guaido, who is recognized by more than 50 countries, including most in Latin America.

Just Friday, the Trump administration said it would block any US assets of Foreign Minister Jorge Arreaza, confirming it has no desire to negotiate with Maduro, a socialist firebrand who presides over a crumbling economy but has withstood three months of intense pressure.

Until the crisis, Venezuela exported 500,00 barrels a day to the United States, its largest customer, with PDVSA omnipresent, if not highly visible, through ownership of the Citgo refining and gas station chain.

The United States has already moved to put Citgo under the control of Guaido, who appointed his own board.

Economic Sanctions as Collective Punishment: The Case of Venezuela

This paper looks at some of the most important impacts of the economic sanctions imposed on Venezuela by the US government since August of 2017. It finds that most of the impact of these sanctions has not been on the government but on the civilian population.

The sanctions reduced the public’s caloric intake, increased disease and mortality (for both adults and infants), and displaced millions of Venezuelans who fled the country as a result of the worsening economic depression and hyperinflation. They exacerbated Venezuela’s economic crisis and made it nearly impossible to stabilize the economy, contributing further to excess deaths. All of these impacts disproportionately harmed the poorest and most vulnerable Venezuelans.

Even more severe and destructive than the broad economic sanctions of August 2017 were the sanctions imposed by executive order on January 28, 2019 and subsequent executive orders this year; and the recognition of a parallel government, which as shown below, created a whole new set of financial and trade sanctions that are even more constricting than the executive orders themselves.

We find that the sanctions have inflicted, and increasingly inflict, very serious harm to human life and health, including an estimated more than 40,000 deaths from 2017–2018; and that these sanctions would fit the definition of collective punishment of the civilian population as described in both the Geneva and Hague international conventions, to which the US is a signatory. They are also illegal under international law and treaties which the US has signed, and would appear to violate US law as well

I noticed that CNN and ABC News changed their headlines from "coup" to "uprising".   Bloomberg is claiming that word coup should not be used because 50 countries out 195 see Guaido as the president.
