'Official reviews look set to clear MI5 and police of serious blunders that allowed terrorists to strike four times in Britain in the past year. The inquiries, however, were conducted by MI5 and the police, raising questions about their impartiality.

MI5 and the police counter-terrorism network carried out two internal inquiries, including a post-attack review, to see if errors were made, how received intelligence was dealt with, and whether other decisions could have been made. They also looked at how they could improve operations.

The reviews concern the attacks in Westminster, Manchester, London Bridge, and Finsbury Park. The attack at the Parsons Green tube station was not included.

The external third party that usually oversees MI5, parliament’s intelligence and security committee (ISC), was unable to investigate as Prime Minister Theresa May had failed – until last week – to appoint committee members needed to re-establish the ISC following the May 2017 election.

The ISC will meet on Tuesday to consider whether it should hold its own inquiry into the attacks in Manchester and London.

The inquiries were overseen by barrister David Anderson QC, who is the former independent reviewer of counter-terrorism legislation. A source told the Guardian that Anderson’s role was to ensure that the police counter-terrorism unit and MI5 “were not marking their own homework.”'

Intelligence officers reportedly watched the ringleader Khuram Butt, 27, and his two accomplices load a van on CCTV outside his flat in Barking, east London, just two hours before it was used as a battering ram.

But officers didn't order police to act because Butt had been downgraded as an MI5 priority and they didn't realise he was about to carry out an attack. Spam_A Spam_B However on the day of the attack Butt was still the subject of a 'live investigation' according to a report by David Anderson QC, the government's former independent reviewer of terrorism legislation.

In practice, this meant a team from MI5 and Scotland Yard were secretly watching him at key locations such as his flat, informed sources told the Sunday Times.

Anderson appears to suggest this in his report: 'CCTV footage from Khuram Butt's home address on the evening of the attack showed footage of Butt getting into a van, hired earlier that day...two males accompanied him.'

Records of the vehicle's movements indicate that after leaving the flat in Barking, Butt and Rachid Redouane, 30, and Youssef Zaghba, 22, scouted Trafalgar Square and Oxford Street as possible targets, before striking at London Bridge.'

'MI5 knew of occasions when two of the men who attacked London Bridge met in the weeks before the atrocity but did not realise what they were planning, an inquest has heard.

The ringleader, Khuram Butt, 27, was under MI5 investigation from 2015 for a suspected desire to stage an attack.

A senior MI5 officer on Wednesday told the inquest into the eight deaths in June 2017 that investigators had material showing that Rachid Redouane, 30, had gone to Butt’s home in March 2017, a visit which was captured on video.

They also knew of a barbecue Butt held in May where Redouane was present and a trip the two men made together out of London. The witness said Redouane, originally from Morocco, was not identified at the time, but did say MI5 had intelligence in the first half of 2017 linking Butt and a Moroccan man called Rachid as associates who had socialised together on a number of occasions.

The official accepted the security service may have linked Butt to Redouane and the third attacker, Youssef Zaghba, 22, if MI5 had carried out extra inquiries before the attack, but it would have shown them to be friends and not terrorist co-conspirators.

The security chief, known only as witness L, said no intelligence emerged from MI5’s investigation into Butt of attack planning from its extensive surveillance and investigation.

A barrister for the bereaved families had previously accused MI5 and police of missing “opportunities galore” to stop the atrocity.

Jonathan Hough QC, counsel to the inquests, asked: “It might be said … if there had been an effective investigation of Butt with all the tools at MI5’s disposal … it would or should have identified these individuals as significant associates, people worth looking into?”'

'The families of the London Bridge victims criticised the authorities on Friday after a coroner cleared MI5 and police of failing to prevent the terror attack despite having the ringleader under investigation.

After more than seven weeks of harrowing evidence, the inquests into the deaths of the eight victims of the June 2017 attack came to an end with the conclusion that they had been unlawfully killed. Chief coroner of England and Wales, Mark Lucraft QC, criticised the failure to erect protective barriers on the bridge to thwart a vehicle attack three months after an attack on Westminster Bridge. But he said that he was “not persuaded” that the authorities missed clues that could have helped thwart the atrocity.

After hearing his conclusions, family members took to the steps of the court to insist that they believed MI5 and police had fallen short in their duties.

Ringleader Khuram Butt, 27, had been investigated by MI5 since 2015 over concerns he wanted to stage an attack. The three terrorists drove a van into pedestrians on the bridge before stabbing people with 12-inch knives in a 10-minute rampage that scars the families to this day.

Philippe Pigeard, 51, whose son Alexandre was stabbed to death, told the Guardian: “Despite the warnings, the direct warnings, with calls from relatives of Butt, they did not put more pressure on the guy … Many of Butt’s actions are unknown by the investigators, even though they were supposed to have him under investigation.'
