‘Turkey has agreed to shell out $2.5 billion in order to purchase Russia’s most advanced missile defense system S-400, provided that Moscow agrees to transfer the technology as well, an official says.

“For Turkey, the key aspect of any deal is transfer of technology or know-how. The Russian agreement to allow two of the S-400 batteries to be produced in Turkey will serve that aim,” the unnamed official told Bloomberg on Thursday.

Under the deal, Russia would send two S-400 systems to Turkey within the next year and then help the country to domestically produce two more batteries.

If true, the deal would be a slap in the face for NATO. The US-led military alliance has tried to prevent Turkey—as a strategic member— from forging close ties with Russia.’

‘Turkish President Recep Tayyip Erdogan has dismissed criticism from his NATO allies over his country’s purchase of Russia’s strategic S-400 missile defense systems, saying Ankara would not “wait for” the Western military alliance to help Ankara with security affairs.

“They went crazy because we made the S-400 agreement. What were we supposed to do, wait for you?” the Turkish head of state said during a speech in Ankara on Wednesday. “We are taking and will take all our measures on the security front.”

Erdogan said Monday that Turkey had already paid a deposit for two batteries of the advanced missile systems. The deal is said to be worth around $2.5 billion.

The S-400 system is an advanced Russian missile system designed to detect, track, and destroy planes, drones, or missiles as far as 402 kilometers away. It has previously been sold only to China and India.’

'The United States has warned Iraq, among a number of other countries, of the consequences of extending military cooperation with Russia, and striking deals to purchase advanced weaponry, particularly the S-400 surface-to-air missile defense systems.

US State Department spokeswoman Heather Neuert said on Thursday that Washington has contacted many countries, including Iraq, to explain the significance of the Countering America’s Adversaries Through Sanctions Act (CAATSA), and possible consequences that would arise in the wake of defense agreements with Moscow.

On August 2, 2017, US President Donald Trump signed into law the CAATSA that imposed sanctions on Iran, North Korea, and Russia. Spam_A Spam_B Neuert said she did not know whether Iraq and Russia have finalized an accord on the S-400 missile systems.

The remarks came only a few days after Saudi Arabia’s Arabic-language al-Watan newspaper reported that Baghdad is planning to buy Russian-made S-400 surface-to-air missile system from Moscow.

There are also reports that Iraqi Prime Minister Haider al-Abadi has tasked a team of advisers from the Iraqi Ministry of Defense and National Security Council to negotiate the purchase of the missile systems with Russian officials.

Earlier this month, Chairman of the Defense Committee of the Russian Federation Council, Colonel General Viktor Bondarev, named Syria, Iraq, Sudan and Egypt as the potential buyers of the defense systems.'

'Having suffered two decades of US-led bombing campaigns, terrorist insurgency and sectarian violence, Iraq is now trying to protect its airspace. But the US threatens to slap it with sanctions if it buys Russian missile systems.

Baghdad has recently expressed interest in purchasing Russia’s advanced S-400 surface-to-air missile defense systems. However, if Iraq goes forward with the plan, it faces a dilemma: the US could potentially retaliate with sanctions under the Countering America’s Adversaries Through Sanctions Act of 2017 (CAATSA).

"We want to purchase any weapons that will strengthen the security of Iraq and the country's armed forces. At the same time, we respect regional and international commitments,” Iraqi Foreign Minister Ibrahim Jaafari told RIA Novosti on Wednesday. “There are a number of obstacles on the path [of buying] S-400 systems. The Iraqi side is still negotiating, and when the final decision is made, it will be considered," Jaafari added. But while the US is trying to prevent Russian weapons from entering the country, it appears that Iraq is trying to push the American military out – this time for good. Iraq’s parliament passed a resolution on Thursday demanding that the government set a timeline for the withdrawal of all foreign troops stationed in the country.'

'A group of lawmakers in the US Senate have warned Russia that the sale of advanced Russian weaponry, particularly the S-400 surface-to-air missile defense systems, to foreign countries would lead to new sanctions against Moscow.

The group, led by Democratic Senator Bob Menendez, made the warning in a letter to the US State Department on Friday.

“We are writing today to specifically inquire about reported negotiations between Russia and certain countries over sales of the Russian government’s S-400 air defense system and whether these reported deals could trigger mandatory CAATSA sanctions,” the letter said, referring to the Countering America’s Adversaries Through Sanctions Act (CAATSA).

“Under any circumstance, a S-400 sale would be considered a ‘significant transaction’ and we expect that any sale would result in designations,” it added. We will introduce sanctions within Countering America's Adversaries Through Sanctions Act (CAATSA),” Assistant Secretary of State for European and Eurasian Affairs A. Wess Mitchell told the Senate Foreign Relations Committee on Tuesday.

Washington could also hold off on delivering any more F-35 stealth fighter jets to Ankara, though Turkey has been part of an international consortium working on the fifth-generation fighter with Lockheed Martin. President Recep Tayyip Erdogan also criticized Washington’s attempts to block the purchase of S-400s.

'American laws are their own matter locally and have nothing to do with India, the country’s defense chief said, refusing to bow to a US sanctions threat over its planned purchase of Russian S-400 air-defense systems.

New Delhi has relayed to Washington that the threat of unilateral US sanctions will not have an impact on its decision on the possible purchase of S-400 Triumf air defense missile systems from Russia.

The so-called Countering America’s Adversaries Through Sanctions Act (CAATSA) mandates the US administration to punish entities engaging in significant transactions with Russia’s defense sector companies.

Refusing to bow to the threat of potential sanctions, Sitharaman said that the 39,000 crore ($5.7bn) deal to purchase five S-400 units has nearly been finalized. “Our defense relation with Russia has endured several decades and we have conveyed this about it to a US Congressional delegation which visited India recently,” Sitharaman told a group of reporters at her office in South Block.

The deal is expected to be finalized by the fall, to be sealed during a summit between Prime Minister Narendra Modi and President Vladimir Putin in India this October. The S-400 Triumf is the most advanced Russian anti-aircraft system available for export, designed to engage aerodynamic targets at a range of up to 400km and ballistic missiles up to 60km away. One S-400 division can engage up to 36 targets simultaneously, while the launcher can use at least four interceptor missile types, suited to different targets.'

An American official says the United States is engaged in negotiations with Turkey in a bid to sell Patriot surface-to-air missile (SAM) systems to the Ankara government as an alternative to the advanced Advanced S-400 air defense missile systems.

US Ambassador Kaidanow, the Acting Assistant Secretary of State for Political-Military Affairs, told reporters on Monday that the US State Department was in talks with Turkey and "trying to give the Turks an understanding of what we can do with respect to Patriot."

She, however, did not provide any information whether American authorities have had a meeting with their Turkish counterparts. India’s not cowed by US threats of sanctions for buying Russia’s S-400 missile systems, as it follows an “independent policy,” an army chief said, adding that his country had to think of what is “strategically important.”

General Bipin Rawat implied that his country is no vassal state, and it has every right to go ahead with a $5.4 billion purchase of five surface-to-air missile systems from Russia.

He spoke at the General K V Krishna Rao inaugural memorial lecture in the Indian capital, New Delhi.

“When Russians asked about the American sanctions, my reply was, ‘yes, we do appreciate that there could be sanctions on us, but we follow an independent policy,’” the general said after a six-day visit to Russia, during which he met a string of top Armed Forces officials.

The contract was signed by Russian President Vladimir Putin and Indian Prime Minister Narendra Modi as the two met on Friday in the city. India inked the deal despite the US warning that any country trading with Russia’s defense and intelligence sectors would automatically be slapped with sanctions under the sweeping and newly implemented Countering America’s Adversaries Through Sanctions Act (CAATS).











But General Rawat told a Russian reporter there is “no end in sight to the manner in which we can cooperate with your country,” adding that the way forward is to consider what is “strategically important for us.”

He substantiated the idea of further cooperation by saying India is “looking forward” to acquiring more technology from Russia, namely Kamov helicopters.

American lawmakers have introduced a new bipartisan bill seeking to ban F-35 deliveries to an "increasingly hostile and authoritarian" Turkey, partly because of Ankara's decision to purchase Russia's missile defense systems.

Seeking to pressure Turkey into behaving in a manner worthy of NATO "standards," and to limit sharing of the alliance's assets with "hostile actors," Democratic Rhode Island Congressman David Cicilline introduced a bipartisan 'Ban F-35 Joint Strike Fighter Sales to Turkey Act' on Thursday.

Fearing that Recep Tayyip Erdogan's government is growing "increasingly hostile and authoritarian by the day," US lawmakers are calling for a complete ban on the sale or transfer of F-35 aircraft, as well as intellectual property and technical data, to Turkey. Any potential transfers of the multirole stealth fighters would only be possible if the US president certifies that Ankara is not "taking steps to degrade NATO interoperability, exposing NATO assets to hostile actors, or degrading the general security of NATO member countries." Spam_A Spam_B Another three proposed conditions for the transfer of the fifth-generation warplanes include US presidential assurances that Ankara is not seeking to "purchase defense articles from a foreign country with respect to which sanctions are imposed by the United States," jail US citizens, or participate in "military action" which violates international law.

Turkey has been seeking to purchase 116 F-35 units under the Joint Strike Fighter program deals signed in 2014 and 2016. However, the first deliveries of Lockheed Martin planes, slated for 2018-2019, were jeopardized by the growing rift between Washington and Ankara on a number of issues – including Turkey's military operation in Syria and its decision to purchase Russian S-400 air-defense systems.

NATO countries fear that simultaneously operating both S-400s and F-35s could compromise the multi-billion-dollar program and expose its vulnerabilities, since Turkey seeks to combine all information systems on the F-35 Lightning II fifth-generation fighters with the Turkish Air Forces' system network.'

'US President Donald Trump said India will soon “find out” what Washington prepared in response to its purchase of advanced Russian S-400 missile defense systems in defiance of America’s pressure.

India and Russia signed a contract for Russia’s S-400 air defense system last Friday during President Vladimir Putin’s visit. The move makes India a target for US sanctions under the implemented Countering America’s Adversaries Through Sanctions Act (CAATS).

Asked about US reaction to New Delhi’s defiance on Wednesday, Trump said it will come swiftly, but would not elaborate. “You’ll see. Sooner than you think,” he said.

India is the third foreign nation to purchase the state-of-art weapon system after China and Turkey. Turkey, a NATO member, insists that it can defend its national security however it sees fit.

It can engage aircraft up to 400km away and tactical ballistic missiles up to 60km away. The Russian armed forces have been replacing older S-300 batteries with the S-400s since 2007.'

'US Vice President Mike Pence has repeated warnings to Turkey against purchasing of Russia’s S-400 missile defense systems, arguing that doing so puts other members of the NATO military alliance in danger.

Pence raised the issue during a speech at the Munich Security Conference on Saturday, saying Washington would continue to pressure Ankara to call off the deal.

“We will not stand idly by while NATO allies purchase weapons from our adversaries,” he said. “We cannot ensure the defense of the West if our allies grow dependent on the East.”

The fiery remarks came a day after Turkey dismissed the first of two US deadlines to cancel the controversial purchase. Ankara had until February 15 to respond to US requests and signal its intentions to cease with the sale, Military Times reported Sunday, citing an unnamed official.

The official said Washington was going to halt a forthcoming sale of a Patriot missile system to Ankara should the S-400 deal with Moscow proceed as planned.

“We have been clear with Turkey,” the official said. “They will not receive the Patriot if they purchase the S-400."

The Patriot sale, estimated at $3.5 billion, would include the sale of 80 Patriot MIM-104E Guidance Enhanced and 60 PAC-3 Missile Segment Enhancement missiles, as well as the related equipment.'

'Ankara is not a slave to an America in which Washington decides which weapons system Turkey can purchase, the country’s president proclaimed, stressing its deployment of Russia's S-400 air defense systems will proceed as planned.

Ankara’s resilience against US pressure over the purchase of the S-400 systems remains rock solid, President Recep Tayyip Erdogan clarified on Wednesday, stressing that Turkey is a sovereign nation which has the right to choose its trade partners and arms suppliers.

“It’s done. There can never be a turning back. This would not be ethical, it would be immoral. Nobody should ask us to lick up what we spat,” Erdogan told Kanal 24.

The fuss over the Russian deal is now even forcing Turkey to consider upgrading to the next-generation of Russian air defense systems, the S-500, once it enters Russian military service sometime in 2020, Erdogan said.

Claiming the need to protect NATO interoperability and to conceal the technical characteristics of US hardware from the Russians, and specifically with the Lockheed Martin F-35s, Washington has been using coercive diplomacy against Ankara, trying to force it to back down from its S-400 deal. The US insists Turkey should instead spend $3.5 billion on US Patriot missiles, an offer Ankara has repeatedly turned down in the past but is now vaguely considering if the conditions were suitable.'

'US defense officials are trying to convince India to reject Russian S-400 missiles, but warn against slapping sanctions on the nation if it completes the deal. However, as with Turkey, efforts have so far failed.

India’s decision to purchase the S-400 air defense system from Russia, as well as the fact that it leaves New Delhi exposed to American sanctions, was discussed during a House Armed Service committee hearing on Wednesday.

Assistant Defence Secretary Randall Schriver told the lawmakers he thought “it would be an unfortunate decision” if the Indians completed the S-400 deal. “We are very keen to see them make an alternative choice,” he said, adding that “we’re working with them to provide potential alternatives”.

A similar line came from Admiral Philip Davidson, Commander of the Indo-Pacific Command. “I continue to make the point with them that our interoperability and compatibility going forward will be advantaged with the purchase of US systems,” he said. The purchase of advanced Russian arms makes any country a potential target for US secondary sanctions under the 2017 Countering America’s Adversaries Through Sanctions Act (CAATSA). The US slapped some on China for buying Russian Su-35 fighter jets and S-400 missiles in September last year.

This didn’t stop India from signing a contract a month later, purchasing five S-400 batteries with estimated worth of $5.43 billion. The two nations have a decades-long record of defense cooperation. Russian producers supplied some of the most advanced weapon systems to the Indian Armed Forces as well as contributed to joint projects like the BrahMos supersonic missile.

The threat of possible US sanctions was of course retained during the negotiations, with Indian officials insisting that New Delhi was pursuing an independent defense policy and was not dissuaded by it.

“When Russians asked about the American sanctions, my reply was, ‘Yes, we do appreciate that there could be sanctions on us, but we follow an independent policy,’” General Bipin Rawat, India’s chief of staff, said in the run-up to signing the deal.'

'The United States has stopped shipping equipment related to the F-35 fighter jet to Turkey. Washington’s move comes after Ankara insisted on purchasing the Russian S-400 missile defense system.

Turkey has only received one unit of the fifth-generation fighter jet thus far. But all current and future shipments of equipment related to the aircraft have been halted, Pentagon said, unless Ankara gives up its commitment to take delivery of a Russian S-400 missile defense system.

A NATO ally of the US, Turkey was planning on ordering 100 F-35s, and had signed on to produce fuselage and other components for the next-generation aircraft. However, US lawmakers moved to exclude Turkey from the program, fearing Turkey’s planned purchase of the Russian-made S-400 air defense system could give the Russian system opportunity to learn how to track and spot the jet. US President Donald Trump signed a bill last year blocking the transfer of F-35 fighter jets to Turkey, but the F-35 Joint Program Office said it would execute the transfer according to existing plans. Four US Senators introduced another bipartisan bill last week to prohibit the transfer until Ankara agrees to abandon the S-400 deal.

At present, the deal remains on the table. "The contract with Russia on S-400s remains in force and these defensive systems will be delivered to Turkey. Now talks on this issue are underway," Turkish Foreign Minister Mevlut Cavusoglu stated on Friday, according to Russian news agency TASS.

The first of four S-400 batteries will be delivered to Turkey this July. Washington has thus far failed to woo its NATO ally away from the Russian system and to Raytheon’s more expensive Patriot system.

Turkey has been a vital partner in the F-35 program, which itself has been plagued by cost overruns, delays and performance issues while being the US military's most expensive project to date. Turkey has been making parts of fuselage, landing gear and cockpit displays for the jets and has invested some $1.25 billion in the trillion-dollar program. Despite Turkey’s integral role, US officials told Reuters last week that Washington can press ahead without the Turkish components, although doing so will drive the cost of the project up further.

The first F-35 jet was delivered to Turkey in a ceremony in Texas in June. Throughout the dispute, Turkish pilots have been training on the F-35 at an airbase in Arizona since last July.'

Turkey’s vice president said his US counterpart must choose between an alliance with a loyal NATO partner or siding with terrorists, after Mike Pence issued an ultimatum for Ankara to pick its F-35 jets over Russian S-400 systems.

Turkey, which has been a vital partner in the F-35 program, once again reminded the US on Wednesday that its S-400 purchase was a “done deal.”

“[S-400s] will not be integrated into the NATO system,” Foreign Minister Mevlut Cavusoglu said Wednesday, advocating the setting up of a multi-party technical group that would ensure the air defense system “will not be a threat” to either the F-35 or other NATO systems. He also hinted that the issue will most likely be resolved between President Donald Trump and Turkish President Recep Erdogan.'
