They just don't publish, even some of the most benign comments I have put up.
So I have had to figure that:
They aren't modded but are looked at in batch before being published, and a window for publishing is closed, even when the

He did actually make this speech, though there are reports that he never made it to the Commons, and recorded it only in hindsight for posterity, perhaps his lengthy tome, "Memoirs of the Second World War" in 6 volumes.
