US mulls sending arms to Kiev, doesn’t view move as 'provocative' – US special envoy to Ukraine

‘Washington is considering sending “defensive” weapons to Ukraine, US special representative Kurt Volker says. He insists the potential move, long desired by Kiev, would not be “provocative.” It comes as Moscow warns against fueling Ukraine’s civil war.

In an interview with the BBC on Tuesday, Volker, who was appointed by Secretary of State Rex Tillerson as the US special representative for Ukraine negotiations in July, said that US authorities are pondering whether to ship armaments to Kiev.

Noting that the discussion is currently focused on “defensive weapons, ones that would allow Ukraine to defend itself and to take out tanks, for example,” Volker argued that such supplies “would actually to help [sic]” Kiev fend off alleged encroachments from Moscow.

Volker fell short of providing any indication of when such a deal could be reached between Washington and Kiev, saying that he is “not again predicting where we go on this.”

However, he claimed that despite the unresolved conflict in eastern Ukraine, Washington does not view such a move as “provocative.”‘

‘Adding fuel to the fire’: Russia blasts US plans to supply lethal arms to Ukraine

BY ANDREW CHEETHAM ON 2 AUGUST 2017 GMT
https://www.davidicke.com/article/421903/adding-fuel-fire-russia-blasts-us-plans-supply-lethal-arms-ukraine

‘A reported US plan to supply lethal arms to Kiev will escalate the conflict in eastern Ukraine, Russia’s foreign ministry has warned, adding that the alleged defensive nature of the weaponry doesn’t mean Washington wouldn’t be responsible for a potential spike of violence.

“The masterminds of the plan to supply lethal weapons to Ukraine, apparently, proceed from the assumption that the situation in the east of this country isn’t explosive enough already and that it’s needed to add fuel to the fire,” said Mikhail Ulyanov, the head of the Russian foreign ministry’s Department for Non-Proliferation and Arms Control.

The diplomat pointed out that “references to the fact that the talk is only about the supply of weapons of a defensive nature don’t change the essence of the matter.”

The government in Kiev has “no one to defend from” because the forces in the self-proclaimed People’s Republics of Donetsk and Lugansk “aren’t making any attempts to expand their territory,” Ulyanov said.

The reported US move only would escalate the violence as “those circles in Ukraine, who are inclined to bet on the military scenario, would probably perceive the American deliveries as an encouragement of military hostilities,” he explained.’

US State Department approves sale of $47million worth of anti-tank missiles to Ukraine

'The US Department of State has signed off on the sale of Javelin anti-tank missiles to the government of Ukraine, the Pentagon has confirmed. The deal is valued at $47 million and needs congressional approval next.

If approved by Congress, the deal would involve the sale of 210 missiles and 37 command units, Defense News reported, citing Pentagon sources. The Pentagon claims it will not affect the military balance in the region, where the Kiev government is locked in conflict with two regions in the east of the country. Kiev has been accusing Moscow of backing the rebels, to the point of officially designating Russia an “aggressor” state.

"The Javelin system will help Ukraine build its long-term defense capacity to defend its sovereignty and territorial integrity in order to meet its national defense requirements," the Pentagon said in a statement. Spam_A Spam_B Earlier this week, Ukrainian President Petro Poroshenko said he was expecting the first lethal weapons deliveries from the US to take place "in a very few weeks," without specifying what weapons Kiev is supposed to receive. The Pentagon, however, was more careful about the timeline. “On weapons delivery, it is premature to speculate on when that will happen," US Department of Defense spokesperson Sheryll Klinkel told Sputnik.

The 2018 National Defense Authorization Act (NDAA) approved increased US military aid to Kiev, including lethal weapons. Until now, the US has assisted Ukraine’s military with logistics, intelligence, training and other types of support.

Washington has accused Russia of invading Ukraine since 2014, when armed activists backed by the US seized power in Kiev. Residents of several regions, including Donetsk, Lugansk and Crimea, refused to accept the new government’s policies.'
